Document in preparation. Current Second Chance rule: if an auction winner does not pay within 72 hours, the order is cancelled and they receive a strike (2 strikes = bidding blocked). The item is offered to the runner-up at their own recorded maximum bid, plus a 5% premium and shipping; the offer is optional and they have 24 hours to accept or decline. If accepted, an order is created with 72 hours to pay; if declined or unanswered, the offer expires with no penalty.
